Wipers Stuck

HI,
  wondering if you can help?
Front window wipers were running slow and now they have stopped halfway across the screen. You can return them back to the normal position by hand but when switched on they only reach halfway again.
This happens on slow and fast speed.

Is this a motor problem?

Seized spindles , strip the whole lot and refurb it .
