Wipers not working properly.

I've an '83 GTI Cabrio and ever since I've had it the wipers have always been really slow. Furthermore, there is no difference between the #1 setting and #2. But weirdly they work at the normal speed for the screenwash function. I swapped out the wiper motor out of my old Mk1 which I knew was fine but this made no difference at all.
Any ideas how to get them to work at normal speeds?

(p.s. had Mk1 for 8 years but only just found this site!! Glad to know there are others that spend a fortune on something they rarely drive)  :-)

They use the same power supply ?

Have you , and you did say you changed the motor, stripped the linkage and spindles cleaned and greased them ? Common to sieze up on MK1's . But would work okay for a few wipes before becoming slow again .
