Temp Gauge Reading Low

Just got back from a journey where the temp gauge never got to normal.  The last trip out on Sunday it was fine, but today it never got more than a quarter of the way up the gauge, despite doing more than 20 miles.  I did stop the car to check it out.  As I popped up the bonnnet the fan cut in, even so the temp gauge was still only 1/4 of the way up the scale.  Has anyone had a problem like this before.  I didn't want to start tearing out the dash unless I had to.

The car by the way is a 1991 Clipper. I had a full overhaul of the cooling system last year with a new rad and water pump.

Earth the sender unit wire when the ignition is on to the engine block , does the guage go straight to max ? yes = change the sender unit , no = guage faulty or wiring to guage faulty or voltage stabilizer in instrument panel faulty .
