Strange no start issue Wiring related and help needed

Hello,

I have a very strange issue occuring. My 1983 GTI will not start, upon turning the key to on position two lights in the cluster blink, when trying to start the starter does nothing.

I have replaced, Battery (13volts), Starter and Ignition Switch.  I have a also replaced to the large cable to the starter.  

What I have found is the wire going to pin 50 on the starter has voltage 8-9volts while the ignition is on. This does not seem right as I would assume it should only have voltage while actually trying to start.

I need to check tomorrow but could there be a starter relay that has failed allowing the power to pass through which may also be making the cluster lights go crazy.

Any help more then appreciated.

You should have two wires on the solenoid of the starter it's the red and black wire that starts the car the other is for voltage change on the coil. There is also a relay not sure on number

Go to the electrical section.
At the top is a fusebox diagram and lay out.
It's at the top, have a look there for info on starter relay etc.
On later ones there is an x over relay so that all power goes to starting the car.

I would doubly clean all the chassis connections inc the battery ones.
On old cables you can loose current.

A few dash issues can be traced to the wire that comes from the rear of the clocks. It's earthed via the top right hand stud on the rocker cover and then via a strap to the coil mounting bolt.

there is no relay for the starter, unless its an automatic. herr chortle the x-over relay kills power to all non-essential things while cranking so starter gets maximus booost, so wipers, lights, blowers etc :)

to check starter run a wire from battery dirtect to pin 50 on starter, if it cranks battery and cabling is ok. now plug the red/black back in then disconnect ign switch plug and bridge the red to the red/black. if starter cranks then wiring is all fine, issue is the ignition switch. if not the red/black wire is at fault somewhere
