I remember posting this before for someone on the old forum site as i had the exactly the same problem as you have and did the following :

The speedo is basicly three parts . The head , the cable and the plastic drive in the gear box . What you do is first replace the plastic drive pinion [cheap] and see what happens , if still the same change the cable [?35.00] . Lastly you will then know its the head and thats the bad bit as VW want ?120.00 + for a new one .

Good luck, the Haynes manual shows how to replace the bits . My Golf had a faulty head and i was lucky to get a second hand one from Ebay but the price of these has rocketed and you can not guarantee they will work .

My 79 gti has a similar problem but a bit different.

The speedo arm wobbles about 3mph but it is out of synch with the spped I am actually travelling at.  The speedo goes to 40mph when I am actually doing 30 but the gap seems to lessen as the speed increases.

Is it a case of doing what chudd has recommended and seeing what happens or has anyone got anyother ideas?

I would try what Chudd says as he had the same problem and found that this was the most cost effective way to cure it  . Start it cheap then panic at stage 3 . You can of course start with the speedo head and then find its the ?3.00 gearbox pinion ……

Chudd…….
