could be the spindles are gummed up, remove the wipers and spindles from car then clean em up and regrease. if its not that, replace the wiper motor with one off a MK2 or MK3 Golf. chop as length of wiring off the donor car as well.
it will bolt stright up, only difference is lower mounting is missing, but it has no effect on the wipers ran my mk1 like that for over a year and no issues. the wire colours match the MK1 loom, you just have to crimp spades on the donor loom bit you cut off then push em into the mk1 plug.

My wipers were slow in both speed settings:
First thing, I measured the Voltage at the Multi-Plug at the Wiper Motor and voila:
It showed only 8,4 Volts.
Seems there is some leak inside the Fusebox, with a direct connection to the stalk I could see that the wiper motor worked in both speed settings.
