pump relay, no spark etc please help.

Hi All got a 83 mk 1 gti i am tryin to restore all body work done just trying to get started now.
The problem is that the fuel pump relay will not come in hence no pump or spark at the coil ??
have traced all wires and they seem to be going to where thy should. have only got 12v on the black e.g no 15 at the coil no power on the red/blk at the coil . I know this comes from 31/b of the pump relay .
At the pump lalay i have 12v on the switch (30) and when i hold the switch in manually power out on (87) Yes the pump is working .
Also have power on 15 when the ignition is on . Put my multimeter on nos31b and 31 and tested for continuity to earth ? There was .
Have tried in new relays to no avail ???
the only way i can get the coil on the relay to energise was to switch the wires from on the coil eg 15 became 31 and 31 became 15 this then brought in the coil but sill no voltage on 31b at the coil ..
Any help appreciated  this is driving me mad

Have you tried a new Relay ?

try a differant dizzy, wen they go down they take the coil and pump with them
