The T shaped screw is accessible through a hole in the pasenger side card inside the boot.
See it you can hear the pump working ok. It should be a bit noisy but would be able to tell if its straining as it would sound like it is.
The same T shaped screw when loosened enables the hood to me raised and lowered manually. Its recommended that 2 people raise the hood manually though as its heavy and the frame is more likely to get bent if just lifted from one side.

I've never had a problem with my power hood touch wood, so I cant really comment. Although aparrently a common issue that can stop the hood working is if the T shaped bleed screw on the pump itself isn't fully tightened. You need to have a play and see if it can be easily resolved.

Bought the car on saturday and drove back up to scotland with no problems it was a dream to drive.The auto electrician looked at it tonight and it was a faulty relay right enough and also there was a problem at the fuse box which he sorted as well.Thanks for all replysRoss said
