Is the green light on the dash faintly lit all the time? If so, then tt's most likely to be the hazard light switch itself.
Prize the switch apart carefully, and you should find 2 springs that fit underneath the contacts in the sliding mechanism. If they're not there then it usually prevents the indicators from working.
While you've got it apart, clean up the contacts inside, and make sure the contacts on the back of the switch are clean and firmly connected.

This has happened to me before and many others and it always turnes out to be the fuse. Yes I know you've checked it before but so did I. Eventually I simply replaced it and bingo, it worked.
Start by trying the indicators without the fuse at all and see what happens. If it's identical then Bob's your Uncle.

We all know these electrical problems are maddening…
I had the same problem. After many days of wanting to take a lump hammer to the dashboard I bought a brand new hazard switch and as if by magic, all worked. I believe that the indicators are wired through the hazard switch, so if all is not well at the switch, indicators wont work. Mine had the dim indicator light staying on at the dash when signalling. If you dont know what you are looking for inside the hazard switch, it could be faulty. Try a brand new one if all else fails.
Gary.
