Interior Electrics going wild?

Hi all I have this strange problem,The blowers and window screen wipers work when they want,but if i take the number 17 relay out then put it back in,they turn on in the end? and the other problem is the heater gauge,somtimes it will be fine and the light stays out and the radiator fan works fine,but then somtimes its like my car is on fire I would be very greatfull for any ideas that could resolve this problem.

Ps i notice that the number 17 relay is hot when i take it out but the others are nice and cool? might help with a solution?
