indicator very slow

ok i spent a day sorting the horn problem out ( rewired the earth ) got temp gauge working and booked it in for a mot went to drop car off and indicators was not flashing and light was on non stop on the dash thinking it was a earth come off got my hand under dash and found abit of water on fuse box so went home
next day started to look at the problem in the day light and ive got the indicators woriking but flashing very very slow if at all ?
what could that be

sorted it was the relay i got one and still didnt work must have been a dodgy relay bloke changed it at the shop so no harm done :O) everthink electrical works on the cabby now :O)
