Ignition switch bust?

Looking at a mk1 and owner has to start it by shortening out the starter motor soleniod. Checked its not stolen and they have owner it for some years. I'm guessing the ignition switch is bust or whole barrel due to worn key?

Its a common fault, internal in the ignition barrel. Quite a pain to change so my mate was telling me.

Cheers. I dont mind fitting it so long as its not a dash out job
