Horn will not work

I have solved the problem of non starting on my MK1 Golf  by replacing the fuse box everytrhing works except the horn is there a relay involved in this if so where is it?

I Had the same problem with my 83 gti, Turned out to be the contacting strips on the back of the steering wheel that connect with the boss.
