Horn gremlins

Can anybody shed some light on this. My horn wasnt working so after fidling around with the fuse box I found that for some reason my fuse box references are in french and as I dont speak it I just checked every fuse and found number 15 (it was a 10 amp) had blown so I replaced it. Still no horn.
I then took the horn off and connected it direct to the battery, horn worked  :D

I re connected the horn back up, obviously I knew that it wasnt going to work, and it didnt. So, I connected up the black/yellow ( I believe is live) wire to the horn and ran a wire from the batt earth to the horn earth and it was constantly belting out a beep, as if the steering wheel horn was being held.
Is the horn switch connected to earth so when its pressed it makes an earth?
Because I thought it was switched live?

i'm confused to what it could be. It used to work fine, and I havnt touched the steering wheel.

Help?

Check the brown earth wire from the steering rack (down the back of the engine bay) always a problem.

In addition to the above, from a previous reply;
VW wire the horn totally differently to the rest of the world. +12v is run to the horn permanently (or at least when ign on) and the switch at the steering wheel earths to -ve.

There are relays involved (on GTIs at least) and the horns draw a lot of juice, any slightly duff connections and they won't work. I'd start be removing the horn/s and testing direct to a battery, even if this works doesn't mean that the horn will work when back under the car. Another trick is to just have one horn on the GL/GTI setup as both seem to overload the system.

Thanks. Ive fixed my horn. It was the wire on the steering rack. I had taken it off when I removed the steering rack so I could paint the engine bay and I hadnt re-fitted it. I didnt think it would be so important, lesson learnt.

Thanks for helping boys
