help needed sorting radio and cig

Hi i have a 1983 1.6 deisel jetta c. im trying to sort out my radio and fit some wiring for a cig lighter as was not one installed and also a feed for a cb.
i have read some old posts sergesting that you should wire the radio straight from the fuse box with thicker wire as will be better due to old wires heating up witch i think i have sorted i have these wires spare which i asume is the old radio feed s
or is this for the cig lighter. that is my question really what is this for it was plugged into a white socket with 2 grey/blue wires  a red and a cream(may have been white or yellow) . also then can i feed my cb from the spare power feed from the fuse box or should i go direct from the bat i have found the earth rose behind fuse board which i asume i can earth the cb radio and cig from any help on the pic and what its for will help cheers :dontknow:  :dontknow:
