heater

please can someone tell me i have a mk1 cabby gti.when i put the heater on i get hot air coming out of vents ontop of dash for winscreen,but the air is cold coming out of side vents and down by feet?

The air vents at face level are fresh air supply only. Does the air coming out at floor level not change if the top two heater controls on the dash are slid across to the left.?
