Engine temp gauge go red but engine is not overheating?

I am restore my mk1 1.3 when I start engine the temperate went straight to red, engine is not overheating. When engine is warm I turn off engine  then turn on (not start engine ) the temp din't move to red. What was wrong?  :dontknow:
