edit: i assume you checked the fuses? if so check for power at the fuse socket as well, if you get power there then the wiring from stalk to fb is ok, its the wiring from the fb to the lights thats the problem. Oh and no relays either!

yeah i mean take out the fuses and check the actual socket. if you have power at one of the pins (not sure which is the input and output side on the fuse sockets?) then you have power from the stalks, so the wiring from the stalks to the fusebox as well as the stalks themselves are all ok

Looking at the wiring diagram the headlight feed comes from the "X" contact on the ignition switch then continues to feed the X relief relay pin 86 in the fuse box. The headlights are not connected to the relay but the heater motor, heated rear screen, wiper motor are connected to to the relay check these are working. If they are not then the ignition switch is the problem. Check the black and yellow wire at the headlight switch and ignion switch this is the feed from the x contact. The x contact is designed to take away heavy electrical consumers whist cranking. Hope this help
