Brake Lights Staying On / Sticky Brake Pedal

When I release the brake pedal on my '91 clipper the pedal does not return all the way to the stop, which leaves the brake lights on constantly. I have to lift the pedal up to the original position with my foot, it only has to come up a few millimetres to the stop but its down enough to keep the lights on. Is there something like a return spring missing off the pedal or is it just a bit sticky?? really annoying because I went to get it out of the garage today and the battery was flat.  

Return spring's try some lubrication on the pedal and linkage if stiff pedal has a job returning to normal location .
