If none of these solve it it is most probably an earthing problem. Get out the trusty multimeter if you have one, and first check that there is +12v at the centre pin when the circuit is on. if that's ok, then check the continuity of the earth, which i expect will be poor.
The solution is to trace where it earths to and clean it up, or do what I did and put a new earth in direct to a suitable piece of bodywork or the battery.

All the earth wires in a golf are brown in colour, so you'll have to trace the brown cable that goes to the indicators and find where it goes. It will either goto a cluster of other earths bolted somewhere to the body work, or possibly back to the fuse box. When you find it you'll have to clean up the contact point between the earth wire and whatever it connects to, so as to ensure as good-a contact as possible.
