I have a 1989 MK1 golf GTI cabrio. I do not have power steering….. While turning the steering wheel while stationary and my foot on the clutch and the brake I can feel the pedals move. What's going on there then?? Thank you

Just guessing but, these were originally designed for left hand drive and the bulkhead is not very thick.  The steering column is connected to the pedals,  so if moving the wheel while stationary there is a lot of force being transferred and it may just be the b/head flexing. Guessing there are no support brackets missing, and everything is tightened up.  It is also possible for the b/head to crack where the rack is welded on, but wrong symptoms for this I think..

Pedal movement

Well firstly I was always taught not to do pretty much exactly what you are describing ie turning the wheels with the brakes on. As the wheels turn they need to rotate a little.

I don't even attempt to turn the steering wheel while stationary it's hard work trying to do that, even if you are moving just a little it makes it easier to turn the steering wheel and puts less strain on your arms and car.
