I was under the impression it was a 40 year rolling exemption. 

That report says before 1970??

This is such a bad idea, no mater how much to look after your car it's a good idea to get someone else to check things over, things like brakes can't really be tested at home.
I'll still be taking my car to get a look over if they do make this law.
