Hole in floor

Settling In
I have this hole in the floor of my car and it looks like it is in a very awkward place to repair. Would I be best cutting out the whole floor and having a replacement panel welded in or just patch the hole? Can the floor be cut out without touching the cross beam that the seat secures into?
Not had a problem like this with a car so not really sure on what to do.

Advice would be dig further as if it's holed there it could be suspect in other floor areas too, at least then you know whether a whole section is required or just a smaller repair, may have to chip off some of the bitumen coating or have a good look / prod from underneath

Thanks for the reply, I'll get to work on chipping off that coating and see if I come across anything else
