water water every where

Yesterday i was replacing the wiring for the boot solenoid, and i found when removing the rear of the roof lining the inside of the roof was soaking wet and the lining was moldy.
Is this normal? and why has it happened?

i do, but it wont open, when i wind the winder it jams.
