I did see a build thread ages ago where someone got a new one made up, iirc he used a classic car place to get it done. not much help tho I'm afraid!

For the MoT, the car only needs one or the other, although it needs to be permanently secured to the vehicle. This probably means riveted rather than screwed on. It can be relocated elsewhere. I'd advise if it is located elsewhere then its pointed out to the MoT tester, it will save a lot of time and he might well fail it if he can't find it quickly (ie in the standard place).
Unless the bonnet is transparent or the car is driven with the bonnet up all the time, I can't really see the point of a TOTALLY smoothed engine bay with the scuttle missing and/or the VIN number considered too untidy to remain.
An alternative is to use a 1980 or earlier car, they had the VIN number stamped to a suspension turret, so it can remain if the scuttle is no longer there.

"If you want a replacement, then you'll have to go through Volkswagen. You'll need to get a REQUEST FOR REPLACEMENT VIN PLATE form from a dealer or VAG in Milton Keynes, fill it out and then take the form to your local police station and make an appointment to have the car inspected (just to make sure everythings above board). The police fax confirmation back to Volkswagen Group Services who will then apply to Germany for the replacement VIN Plate. The Vin plate request must be submitted through an authorised VW/Audi dealer with your V5 Document.
This is the process that I went through in 1999 so apologies if parts (or all) of the above is no longer relevant.

I've just looked on the VW UK website and the VW information line is: 0800 333 666.
It's probably costly but it's better to be genuine and legit rather than stump up for the spurious tags these internet site offer.
