Scuttle panel remove or not and heaters

Hello all I'm restoring my golf and thinking of removing both heaters and scuttle panel but don't really want to remove the heaters if I keep the heaters and remove the scuttle would my car turn into a swimming pool?

Anyone done either or both that could recommend what to do
