How many seats in rear of Cabby
How many can sit in the rear? it looks in pics that there is only two seats, if this is the case can they be converted to seat 3?
I've tried searching but can't find a definitive answer!

Best advice would be to see if your insurer would accept the third belt, but I'd say it's unlikely from my research.
I'd be happy to be proven wrong though!

Can't see an issue with putting in a third belt in providing an insurer will insure that mod! I did a similar mod on a 7 seater to convert to 8 seats and that was fine (halifax insurance)

Is there any reason why VW made them with only 4?
If you ever sat in the rear seat of a cabrio with 3 people, you'd know why: It's too small width-wise and that middle "seat" is quite uncomfortable (split seat bottom, split seat back, seat belt receptacles and center hump in the floor). Even if the rear seat did not have the split in it, it would still be uncomfortable; 3 would just be squished back there like sardines in a can. I've had 3 adults sit in the back of my cabrio once, but it was only out of necessity and it was a short trip to a restaurant and back… and not one of them wore a seat belt because they couldn't (all three were basically blocking the ability to use them). Three young children could fit back there, but as they grow older it'd become a no-can-do. If you a need a 5-seater, the cabrio is pretty much out, unfortunately.
