Water Flange onside of the block

I have a problem with the Water Flange that sits on the side of the block on my GTI.  The original flange has made way for a new plastic model, but in the process of taking the old flange off both the bolt heads snapped,I have managed to get one of the bolts out but the other I have had to drill and of course it has not gone well,the thread piece it self has remained and I now have a drill hole in the wrong place, what are my options ? Do I take this section of the block out and see if it can be saved or do I look for a replacement ?

drill out a bit more and helecoil it? how bad is it though you might be able to pick out the rest of the old bolt and salvage the thread, try a big blob of chemical metal in there thread the bolt in to cut a thread into it and unscrew and leave till it sets
