Starting problems 82 1.8 GTI Cabby

When I go to start the car be it in the mornings when you turn the key all you get is a click and the engine does not even turn over. This also happens if the engine is cooling down and you try to start it it does the same again just a click. It might do this for 3-4 turns of the key and then the next turn the car fires up. Is this likely to be the starter or the solenoid inside the starter? Is it true that there is a problem with the starter due to the voltage needed to work the solenoid and that you can get an upgraded starter.....I think I read this somewhere.

Or ignition switch or bad battery connections , usually a knackerd solanoid is the cause ……….Its a big switch controlled by the ignition key !
