As long as the tranny is an 020, it will be the same. MkII switched to 02J in 2000, and the diesel went to 02A in 1999. The 02A/02J starter will not work on a 020.

Ummm Errmmm Ummm
If they were still making the Mk1 in 1996 in South Africa, maybe they were still making the Mk2 in 1999. Yeah, that was it. We'll just pretend I meant that ops:
Mk2 (except G60 and VR6) had 020.
I believe Mk3 cars had the 020 as well, and the switch to 02J came with the Mk4.

Edit: The only real difference, as far as the starter is concerned, is that the 020 has the throwout bearing in the body of the tranny, and the 02A/02J has it over at the clutch. It makes for a 20mm or so extra reach for the starter shaft. If the car has the clutch lever on the tranny in the same spot that your car does, the starter should work.
