Rough start

Hey all.  I just picked up a nice 84 GTI last night, and I was looking for some advice.  It has the 8v 1.8l engine.  When starting, it wants to stall almost immediately unless I maintain partial throttle.  Doesn't seem to matter if the car is cold or warm, if I shut it off it will have the same issue starting back up.  It will eventually idle a little above 1k rpms, once the idle stabilizes, the car runs and drives great.  I replaced a frayed vacuum hose and it might have helped a little.  Any ideas, and thank you!
