It may be your piston rings are worn, allowing compression from within your cylinders to leak down into the crank case, causing excess pressure which could force oil out through the breather.

Oil in the air filter is not uncommon though. How much oil are you seeing?

Was told the same thing recently ref my 1991 Clipper which had the same symtoms but sought a second opinion from specialist and a Weber coversion carb with manual choke solved the problem - nothing to do with Piston rings despite having 113k on the clock !

a bloody good clean up of all the breather pipes and an oil and filter change could solve the problem.

Common problem a=on larger engine Golfs with carb or injection is when the metal mesh filter in the top of the cam cover gets blocked with carbon crud stuff…this prevents oil dribbling back from the mesh into the cam area, and it gets pushed out of the breather pipes and then runs down to the air filter. There must be loads of threads about this on here somewhere!
Can be cured by taking off cam cover and cleaning crud out the layers of the mesh filter -but this does mean breaking the three spot welds which hold it in place….no problem if you can weld them back, but I've managed with three bolts, which does the job  but doesn't look so pretty…
Tired Piston rings will add to this problem by increasing the amount of fumes being forced up through the mesh filter, so this may also be part of the problem!
