newbie with citi golf 1.6 weber car spluters when at 3,000 r

help please!!!
when i accelrate hard car splutters and will not go over about 3,000 revs before i have to change gear? any idea any help is much apreciated also the temp gauge doesent seem to move far off the white shaded area??????????

Thermostat opening too early
Fans cutting in too early
(temp sensor on block)

Hesitation
Carb icing
Blocked jets
Plugs/leads failing
Timing very out
Valves sticking closed on exhaust
blocked fuel filter
Failing fuel pump
