Mk2 PB Engine Seriously Over Fueling

I have a MK2 1.8 8V GTI moter in my mk1 and it is seriously flooding.
so far checked the fuel return and its fine then changed the fuel presure regulater still no luck looked at the injecters and they all seem fine.
its over fueling so much it has filled the sump with petrol.

any ideas please.

was told it could maybe be the temp sender what do yous think.

Temp sender, or air mass meter? Pretty sure its temp sender - get a multimeter on it and compare its resistance against coolant temperature.
