the fuse that operates the horn is number 9 in the line of fuses under the passenger dash. If you want to check the fuel pump is getting a feed, attach a meter between the  terminals on the pump and switch ignition on, you should get 12 volts…if no power then it could mean a faulty fuel pump relay, about ?15 new.

Bridge fuel pump realy

Take fuel pump relay out and bridge the connections, then you should here fuel pump if you do suspect the relay.  Look for prowlers injection test in google, instructions there.

When you turn ingnition, one turn, you should hear fuel pump run for a few seconds and the relay click.  If not (and dont have a meter) try above, if pump still not running then its not getting power.  You could try a temp feed from battery to check if fuel pump works at all.

Also I believe if there is no spark the fuel pump gets switched off for safety reasons.  So could be coil related.

You say water in foot wells, check earths (loads near fuse box) and fuse box for water damage.

Good luck
