Just a wild card here, but check the wiring for the O2 sensor. I recall some time back that some people had this wire touch the hot exhaust and caused a fuse to blow all the time.

u could basicly if u havent got a power probe. is get a length of wire with a 10 amp fuse inline disconect your pump relay and find the feed wire to the pump, live that with the fused wire and if it pops thats your fault u can then replace that wire or trace it back through your car to find the fault,
if that is ok bridge the relay circuit with the same fused wire that is the live and feed wire to your pump and run the car if that dosent pop i would of thought it was your relay.

hi mate had the same problem as mine wasnt a gti . the previous owner had drilled a hole near the tank and routed the wire through and it was chaffing on the burrs of the hole .
