Sorry couldn't resist :-)
The idle speed is controlled by the 7mm brass screw on the back of the throttle body. Sometimes the o ring perishes and lets more air through than you want. If the screw is fully in and the o ring is not perished then you probly have an air leak in the vacuum circuit.
Make sure all the connections are tight and that none of the pipes are perished, including the bellows from the metering head and throttle body.
Also the grey y shaped pipe going to the plenum sometimes comes apart, check it is pushed together.
Whip the metering head boot off and make sure the metering disk moves freely up and down and that the disk rest height is correct.
Check that the timing is correct, over advance will cause high idle and a hot exhaust !!
After that you are into checking the WURs control pressure and setting the CO with a meter by adjusting the allen key in the metering head.
