Help... Windscreen blowers hot, but dash blowers are cold?

Can anyone shed any light on this? Blowers set to hot on the windscreen are hot.. But change the direction to the dash blowers ie.. The ones that blow direct onto you.. Blow cold???? Air lock????

Its designed like that, the outer vents are fresh (cold!) air only.

I've just been on a long slog and found the same! Slightly frustrating when you have to wear gloves driving.. 

Also noticed that the duct wasn't connected to the vent, which meant cold knees/feet.
