Sounds like a blockage between the tank and the pump. I would check the operation of the lift pump in the tank first (thats if a cab has got one) and then move on to the other pump.I know the pump gets louder if no fuel is running through it. Can't see it being the accumulator.

I'm not sure if you have a lift pump, my MK2 1988 GTI did. I know the tin tops don't have a lift pump.
Undo the 3 short screws and remove the round plate, then disconnect the rubber fuel pipes. Turn the white plastic flange anti clockwise and the unit should come out in one, you may have to twist it slightly to get it out.

Yeah your cabby will have a lift pump. My '88 one has. There is a filter on the bottom of the pump that can get blocked up if you've had/got a rotten filler neck. Have you checked your filler neck? take the filler cap off and peer inside and have a good feel around under the arch.
Also see if you can tell which pump is buzzing.
Cheers,
Ross
