fast idle problem. Any deas?

I have a 1800 golf cabby the only problem is the engine idles at 2000rpm.
I have clamped the hose on the aux air valve and this does drop the revs down but only to about 1600rpm.
I have also removed the vacume hose which does drop the revs right down but then she is spluttering and not too well.

Please does anyone have any suggestions.

Wind the idle screw in until its 950-1000rpm or so. (Its at the back of the throttle body). If this isn't enough, you can make a coarse adjustment on the main throttle butterfly vale, it has a screw and small locking nut somewhere.

Timing could also be too advanced as well.
