Im sure there must be a buyer guide somewhere on this site.
What I would be looking at is the fuel filler neck, check inside (take the filler cap off) and underneath the wheel arch for any signs of holes. If dirt gets into the fuel system can create all sorts of problems.
Engine wise, blue smoke on start up, when driving get the car warm and accelerate in 2nd gear to near the red line, take for foot off so car slows to approx 3500rpm then floor it and look in your rear view mirror of lots of blue smoke, this means worn valve guides not really a problem but worth a go if they let you...
Also look at oil leaks around the engine.
When starting the engine from cold don't touch any of the pedals, turn the key, it should start and run with no help from you. Also check it starts well from hot again with out touching any pedals.
With the car you are looking at its 22 years old its going to have some engine wear.
How many miles has it done?

1988 Mk1 Golf GTi Cabriolet 1.8cc DX, K-jet. Daily drive. 317,000 miles and counting
1978 Mk1 Scirocco GLS 1.6cc FR, Webber carb. Weekend toy.
