It depends if you want to go for the 9A (short block) or ABF (tall block). Also, you need to decide which kind of fuel injection you'll use. The most natural would be to do a 9A conversion with K-Jet fuel injection, although ABF with the Mototronic FI (ie what the Mk3 Golf donor car would have come with) would also be a reasonable choice, or even ABF with Megasquirt to extract the most power out of the engine.
Basic parts you'd need are fairly obvious (eg, engine, fuel injection system parts) but you could replace a lot of the other stuff, for example upgrade oil cooler, brakes, suspension, radiator, starter motor, etc etc at the same time and spend more.
