stripping head for skimming, the cam sees to be under pressure when undoing nuts is it safe to undo ?

Its because some of the valves are going to be open, with their springs pushed down. Its safe to undo them but you need to use the reverse order for tightening them (see Haynes manual for a pic) and undo all bolts a little bit at a time.

With the camshaft laid in the saddles, after lubing, install the saddle cap for #'s 2 and 5 for hydraulic heads or 2 & 4 for mechanical heads. Tighten the nuts a little at a time until the cam is seated, be sure that the valves can move as some need to. Once these two saddles are down snug, install the other caps and torque the nuts. Removing the camshaft saddle caps is most times no big deal, but you can break the camshaft if you don't follow the correct procedure for installing. Yes, I have broken 2 16v camshafts and one 8v over the years from being to smart for my own good. Of course if you have an expensive steel billet cam then it may not matter.
