It tightens the belt by pushing against it, the hole is eccentric to the inner bearing and you can turn it with a pair of circlip pliers (or the correct tool) to change its position so it pushes more or less.
Without the haymens manual - put the engine at TDC and mark the position of the intermediate, cam and crank sprockets with tippex.
Then once the shops open again, don't be so tight fisted and sort yourself out the manual!!!!! LOL ONly joking
