abf high compresion starters not up to the job any ideas?

swaped my 1.5 for a 2lt 16v abf engine on bike carbs
everything is ready to go
just the starter aint got the beans to crank it over

and befor you say yes
the battery is good
conections are good
timing is good

Will it turn over with the plugs out?

Could just try i new starter. Might be drawing to much current and over loading it

mk2 golf kr s/motor used to turn my abf over no problem, also heard diesel s/motor suggested.
