I don't know what it is but I can tell you what it isn't, on my 1978 Mk1 scirocco I had a Zenith carb and I fitted a Webber 32 DMTR which looks different to yours.

You could try and contact these companies for help, I needed some bit for my carb and found them very helpful.

Appears to be 32/34 dmtl from research although I can see no code on the carb to 100% confirm. Previous owner of car had left the standard air box and filter that fitted the old pierburg carb but it just sort of rested on the carb and was screwed into place. Have been looking at a ramair foam filter can anyone recommend? They're reasonable price but will the smallest height one fit under the bonnet properly when shut?
Spent some time tuning the carb to get it idling a lot better at around 750rpm after using the manual choke for a minute or 2 from cold start. Have changed fuel and oil filter, about to change dizzy, ht leads and sparkies and rotor arm. Anything else I should be doing to get this carb running at full capacity?
Thanks
