yea sounds like a leaking diaphragm. You can get a rebuild kit from ebay; check which carb you have, likely to be the 36tlp as this is the standard replacement for the 1b3 that was fitted to 1.5 engines. Ebay search for fastroadcars - he sells the rebuild kits which contain a new diaphragm, jets and gaskets. You can rebuild it yourself, it's extremely straightforward, and you'll save a packet on garage fees.

Hesitation you mean, sounds like it needs a strip down, but get the Haynes Carb manual it explains everything you need to know.

it'll be stamped on the side of the carb body somewhere, should be fairly easy to see, it's kinda embossed I guess is the word so even if it's dirty you should still be able to read it!

What makes you think it is the carb bud.
Sounds possibily the belt slipped a tooth maybe, timing is out, Possible air leak, have you check these yet before stripping down the carb which will be a 36TLP as menioned above.
Could be possilbily rust particals blocking jets in carb which  basically need unscrewing and blowing through and clean carb out with carb cleaner.
Has the fuel filler neck ever been replaced, have you checked in the tank for rust aswell as holes on top area of filler neck where it meets the bodywork.
There are plenty of easy how- to's on the forum for you and your carb, these are free and easy d.i.y jobs for anyone and as you can see from above there are many possibilties.
Depending on where you are someone might be able to give an helping hand in pointing out the faults fella

^^True enough Pedders,

But I just had a tinker with mine today and advanced the timing about 5mm. No hesitation at all now and not very much choke is needed, I can cruise around @25 in 5th too.

Load of things were up with my Carb, including a big piece of gasket poking into the throttle body.

Check the basics 1st and if you get no joy, strip and clean the carb IMO :)

I had the same problem.  A very helpful phone call to Crazyquiff and he suggested to fit an inlet manifold from a 1.6 and then you can buy a new weber for manual or auto.  Can't remember the weber code but I think it replaces the Pierberg 2E2.  Only down side carbs are more expensive.  I got an inlet manifold from Steves VW dismantlers.  Might be worth giving Crazyquiff a call because he was thinking of doing a kit.
