weber 32/34 dmtl running rich

hello  i have a golf cabrio with a 1.8 gu in her, with a weber carb conversion. IF I turn the mixture screw all the way in the cO wont go below 8.92 any ideas on what could be wrong with the carb

The mixture screw is an air bleed. Screwing it in enriches the mixture. It should be 1.5-2.5 turns out. Any more or less the idle jets are incorrect.
