Engine revs with clutch engaged

Hi guys having this annoying problem where when im coming up to a junction/roundabout i slow down and press my clutch in to change gear and my revs shoot up to 2.5k and stay there until i release the clutch again.

Anyone have an idea what this is?

Car is an 87 carb cabby
