Car idleing high. how do is check if choke is working/vac pipes is working.

can someone please tell me how to check to if he choke is working correctly? Should it be open before the car is started??

 and how to check if  the  vacuum pipes are working properly?

my car is idling at 2500 rpm and im being told it could be the choke or the vac pipes. But i dont know how to check if either are working??

please help
